E ancora: 25,4 miliardi di euro sono destinati alla promozione della mobilità sostenibile e al miglioramento della rete di infrastrutture sul territorio; 19,8 miliardi di euro per politiche in inclusione e coesione, con attenzione particolare al Mezzogiorno, alle donne, ai giovani e alle minoranze; 15,6 miliardi per la sanità, dal potenziamento della rete di assistenza locale e domiciliare alla telemedicina
